Inades-Formation Tanzania (IFTz) is an autonomous NGO affiliated to the network of Inades-Formation International (IFI), covering ten African countries (Cote D’Ivoire, Burkina Faso, Cameroon, Togo, Chad, Democratic Republic of Congo, Rwanda, Burundi, Kenya and Tanzania). IFTz was established in Dodoma in 1989 as a branch of Inades-Formation Kenya. It became an independent National Office in 1992 and acquired full legal status in 1994, after registering with the Ministry of Home Affairs as a “Society” under the provisions of the Societies Ordinance. In June 1996, IFTz became a “Trustee” under the provisions of the ‘Trustees’ Incorporation Ordinance.
In January 2009, it was awarded the ‘Certificate of Compliance’, No. 0851 after complying with the terms and conditions of the NGO Policy and NGO Act No. 24 of 2002 as reviewed in 2005. In its efforts to improve the coordination of NGOs in the country, the government through the registrar of NGOs under the Ministry of Health, Community Development, Gender, Elderly, and Children (now the Ministry of Community Development, Gender, Women and Special Groups) awarded IFTz a new certificate of registration number 0448 of 08 February 2022.
IFTz invites proposals to provide the following consultancy service: Provision of Consultancy services for the establishment of the Inades-Formation Dryland Agroforestry Training Centre (IFDATC). The area is located at the intersection of three villages namely Zanka, Kisima cha ndege and Asanje, all in Bahi District, Dodoma, 8km off the Dodoma-Arusha highway from Zanka bus stop.
The project has been approved by the Registrar of NGOs as well as the Office of the President – Regional Administration and Local Government.
This Request for Proposal (RFP) involves the following Lots.

1 | LAND SURVEY & REGISTRATION | The purpose of the survey is to provide detailed measurements and the use of the land. This will include to survey the entire area, and describe the uses of each block; produce site plans for buildings, farms and other infrastructures; process the registration of the maps/plans to obtain Certificate of Occupancy</td |
2 | ARCHITECTURAL DESIGNS | Development of architectural designs and plans for the IFDATC. This will include the site planning, building design, spatial arrangement, interior design, and sustainable features. There will be an office building, toilets, kitchen, dining, two dormitories that accommodate 30 people each, residential house with 6 self-contained rooms (executive) for trainers/course facilitators; FM Radio station, weather station, water reservoir, security guard shed and a car parking area.</td |
3 | BILL OF QUANTITIES FOR THE MANAGER’S HOUSE, TOILETS, KITCHEN, OFFICE & CLASSROOM | Provision of the BoQ for the proposed architectural designs for the Manager’s house, toilets (Ladies & Gents), a kitchen and one 60 pax capacity classroom.</td |
4 | IRRIGATION INFRASTRUCTURE | Set up an irrigation system on a 2 acre area for fruits and vegetables. Procure and instal two large green houses to produce vegetables.</td |
5 | DESIGN & CONSTRUCTION OF A RAINWATER HARVEST RESERVOIR | Design a simple, low-cost 80,000m3 litre reservoir to collect water from the surface runoff and rooftop to provide water for various uses—watering plants and animals. Dig and construct the reservoir. Construct 1 drinking point for livestock</td |
6 | INSTALATION OF LINE POSTS AND BOTTOM BARBED WIRE FENCE | The fence installed with line timber treated posts and barbed wire around the 155x490m farm to prevent livestock from entering the fields.</td |
NOTES
1. A brief description of the Consultant’s organization and an outline of the recent experience of the Consultant that is most relevant to the assignment, relevant certificates/valid license, samples of previous similar works.
2. The consultant will also provide a description of the approach, methodology and work plan for performing the assignment, including a detailed description of the proposed methodology, staffing and estimated time of the project completion.
3. A firm will be selected under Quality and Cost Based Selection and procedures described in this RFP.
