In the framework of the reinforcement of its staff, Inades-Formation Togo, a support and training NGO operating throughout the national territory with areas of concentration mainly in rural areas, is looking for a qualified person (M/F) to fill the vacancy presented below.
Job Description:
Job Title : ” Head of Administrative and Financial Department “
Place of employment : National Directorate of Inades-Formation Togo, Lomé.
Duration of the contract : one-year renewable contract that can lead to a permanent contract.
Starting date : June 2023
Responsibilities:
Under the responsibility of the Director of the National Office (DBN), the Head of the Administrative and Financial Department (CSAF) is responsible for ensuring optimal and transparent management of the institution’s financial, human and material resources with the following main responsibilities
- Ensure the financial management of the institution
- Coordinate and control financial activities
- Develop forecasts and budgeting and manage the institution’s finances and other resources
- Ensure the financial execution of the budget
- Coordinate and oversee accounting, fund management and cash management
- Plan, monitor and control the cash flow in real time (Produce all the information necessary for decision making in order to ensure the smooth running of the cash flow)
- Prepare periodic financial documents and statements in a timely manner
- Dealing with technical and financial partners and institutions
- Supervise accounting and tax returns
- Ensure the archiving of accounting and financial documents.
- Monitor service contracts
- Organize and manage staff missions and meetings of Inades-Formation Togo.
- To ensure the administrative management of the personnel
- 1- Ensure the implementation of the human resources policy;
- 2- Tracking data related to payroll, leave, personnel expense reimbursements and occupational health;
- 3- Ensure the organization of the hiring of personnel;
- 4- Prepare on time the remittance of payroll deductions, social security and pension contributions;
- 5- Ensure the management of personnel files;
- 6- Process payroll and staff loans on a regular basis ;
- 7- Follow up on personnel files;
- 8- Organize staff meetings and ensure that the minutes are published;
- 9- Participate in staff capacity building.
- To ensure the management of the patrimony, goods and materials
- Organize logistics related to training and support in the field according to the programming of activities;
- Monitor the use of the rolling stock according to the activity schedule;
- Ensure the regular maintenance of the movable and immovable property of Inades-Formation Togo ;
- Monitor lease agreements and ensure their renewal or updating.
- Organize inventory management of teaching materials and documents
- Ensure the procurement and monitoring of office supplies and materials consumption;
- Ensure the acquisition of equipment and materials;
- Monitor maintenance, insurance and other outside service contracts.
- Participate in the search for funding for the National Office
- Participate in the development of funding projects arising from programs and other specific projects;
- Ensure the follow-up of the financing projects implemented by Inades-Formation Togo.
- Participate in the organization and functioning of the National Office
- Participate in the internal and external communication of the National Office
- Participate in the animation of the associative life
- Carrying out any other delegated responsibilities as required.
RESEARCH PROFILE
Any female or male who meets the following criteria may apply:
- be between 30 and 45 years old;
- be of Togolese nationality;
- Have a level of study BAC + 5 in audit, management control, finance, management, Accounting Control Audit or other equivalent degrees;
- At least eight (8) years of professional experience with two (2) years in a position of responsibility involving team management in accounting, financial environment and project management;
- have a strong capacity to seek financing (identification of opportunities and negotiation);
- Experience in adult education, group facilitation and workshop moderation;
- Have experience working in the world of NGOs and/or Associations;
- Have a good command of the production of financial statements according to SYSCOHADA;
- Have a thorough knowledge of financial concepts;
- Have knowledge of taxation;
- Have good writing skills and be concise in his interventions;
- be of good character and integrity;
- Be able to work under pressure, be tenacious, adaptable and multidisciplinary
- Have the sense of organization and the ability to analyze various files, be rigorous and pragmatic.
- Teamwork skills and willingness to travel frequently within and outside the country;
- mastering computer tools and the office pack, accounting software (Sage Saari Accounting and Sage Payroll, Compta 100) and management software and the Internet;
- to know the legal and regulatory provisions in force in Togo as well as the tax law and the company law
- have proven managerial skills
- have a category B driver’s license.
NB :Fluency in English and knowledge of the procedures of some technical and financial partners are assets.
